The James Zadroga 9/11 Health Compensation Act passes on Wednesday, December 22nd with unanimous support from the Senate and 206 to 60 in favor of passing the bill in the House. This Act will provide compensation to people suffering health problems as a result of the toxic dust coming into the air during September 11th, 2001. Additionally, the bill provides additional funding for the New York City Fire Department's medical monitoring program which was established for firefighters who were affected by 9/11. There are more than 15,500 NYC firefighters in the program who need medical assistance.
The bill was introduced originally in February 2009 by New York Representatives, Carolyn B. Maloney, Jerrold Nadler, Michael McMahon and Peter King. In July, the bill failed to receive 2/3 vote requirement to pass - the bill was estimated to cost $7.4 billion and Republicans were concerned it would increase the federal deficit.
Changes to the bill were negotiated by Gillibrand and Schumer to reduce the costs to $4.2 billion over 5 years, and this satisfied the Republicans enough to pass the bill on December 22nd. It is hoped that the funds for the bill will be available by Memorial day of 2011.
The Health Compensation Act will provide assistance to more than 36,000 Americans who are still suffering from the effects of 9/11 and inhalation of the toxic dust. The bill was named after a New York Police Department officer, James Zadroga, who was the first 9/11 responder to die of a respiratory illness which was likely caused by the toxic dust.
