OSHA Cites NY Paper Mill After Employee Death

In a press release made available by the U.S. Department of Labor, Office of Public Affairs, the Occupational Safety and Health Administration (OSHA) has cited a New York paper mill for serious safety violations. 


According to the press release, Norampac Industries, Inc. failed to provide a safe working environment for its employees.  The safety violations in question may have contributed to the death of a worker on May 12, 2010.  The employee became caught between a fixed metal barrier and a large paper roll and was subsequently crushed. 


As stated in the press release, "Our inspection found that the area where the moving paper roll and the barrier intersected lacked guarding to prevent employees from being caught between the two objects," said Arthur Dube, OSHA's area director in Buffalo. "Proper and effective machine guarding is essential to protecting workers against serious injury or death."


Following an OSHA inspection, other safety violations have been noted as well.  These violations are not related to the fatality, however they raise concern as to the overall safety of the workplace and ability to protect employees from accidents or respond to accidents should they occur. 


The paper mill has been issued two repeat citations which total $70,000 in proposed fines.  Similar violations were noted in 2009 at another of the companies locations.  Two additional citations were issued for secondary violations not related to the fatality.  These citations include $5,000 in fines. 


The company has 15 business days from receipt of the citations to comply, contest the findings or meet with OSHA.
