As reported by Steven Greenhouse, The New York Times continued it's three-part series on New York Workers' Compensation with a focus on two sides of the story -- employees vs. employers.   The Workers' Compensation System was created one hundred years ago as a no fault insurance program that would foster harmony in the workplace by resolving disputes over injuries without litigation or recrimination.  Today it's anything but that!  Employees and employers are at war over work injuries.  Will the reforms New York State is implementing help to reduce costs for companies and ease tensions on the job?
