Utica company and owner accused of New York workers’ comp fraud

The New York State Police have concluded an 19 month investigation of a Utica roofing company and have filed charges of insurance fraud. The investigation was conducted by the New York State Police Special Investigations Unit, New York Insurance Fund, New York State Workers' Compensation and the Oneida County District Attorney's Office.

As a result, the owner, New Hartford resident William L. Owens, 64, faces charges involving workers’ compensation fraud and more. Owens and his brother Richard Owens own Pulver Roofing Company, Inc. in Utica.

How did William Owens get into trouble? According to authorities, he was collecting New York workers’ compensation benefits and provided false documentation about his salary to the New York State Insurance Fund (NYSIF). The charges against him include one charge of fraudulent practices and one count of first-degree offering a false statement for filing.

The company itself is also in hot water. The investigation uncovered that the false statements about William Owens’ salary were also submitted by the company to the NYSIF. Both William Owens and the company are expected in court in Utica mid-January.

Through a spokesperson, William Owens defended himself, claiming that the case involves a “difference of opinion over the interpretation of Workers’ Comp regulations.”
